Mr. Satan

Mr. Satan is a famous fighter who is considered the strongest fighter on earth. In reality, he is a weakling and a coward. He gained his reputation after the fight with Cell. He claims to have defeated Cell when in reality Cell knocked him away in a single blow. The only moderately useful thing Mr. Satan did was throw Android #16's head to Gohan.

With a reputation as the great warrior, Mr. Satan is expected to win the Tenkaichi Budocki. Since he isn't strong, he pays off whoever reaches the final round to throw their match so that he can maintain his title. He becomes friends with Mr. Buu late in the series, making the tournaments easier to manipulate.
