Burter is a member of Freeza's elite fighting unit, the Ginyu Force. A tall, blue skinned alien, Burter is set apart from the rest of the group by his tremendous speed. Shortly after the Ginyu Force arrives on Namek, they confront Vegeta and Burter demonstrates his speed by flying out and catching all seven dragonballs after Vegeta throws them as hard as he can in different directions. Once the fighting begins, Burter just watches on through Guldo's fight and Recoom's. He becomes nervous when Goku arrives, who is even faster than he is. Burter teams up with Jase to attack Goku, but their efforts are futile and he is easily killed by Goku.
Burter reappears in heaven at King Kaio's where Tienshin-han, Chaotzu, and Yamcha are all training. He and his Ginyu cronies he try to take over the planet but they are all defeated. Teaming up with Jase again, Burter and he attack Tienshin-han, but Tienshin-han divides into two beings with his multiform technique and beats them both, knocking Burter clear off King Kaio's planet and into the Home For Infinite Losers.
