Bebi is the last surviving member of the Tsufuru-jin race, a species that was exterminated by Saiya-jin warriors long ago. Bebi is able to control other beings, either by entering their body himself or by leaving a small controlling seed in the being. Using such a technique, he was able to arrange for Dr. Myuu to provide him with the means for his growth and development with Myuu believing he was in charge the whole time.
Bebi first appears in Dragonball GT as sort of a larvae in Dr. Myuu's lab. Trunks, learning of Bebi and his purpose from Gill, has destroyed the life support tank, supposedly, but Bebi wakes up and breaks out of the tank. The space travelers try to kill him then, but they are driven off and Bebi resumes his growth after killing Dr. Myuu, who is no longer useful to him.
Bebi next encounters the heroes in the body of a young boy onboard a dying star ship. He lures the heroes there by planting a dragonball on the ship, and as expected they rescue the boy and bring him to the nearest hospital. On the medical planet, Bebi reveals himself and leaps into Trunks' body, bent on stealing the power of the Saiya-jin, but when Trunks goes Super Saiya-jin Bebi is not able to control the power and is driven out of Trunks' body. Seeing he isn't yet strong enough, Bebi sets off for earth, growing stronger the whole way.
On earth, Bebi goes from person to person, taking over bodies and leaving mind controlers in them until he meets Goten. Seeing potential, Bebi steals Goten's body. Then, as Goten, he returns home and manages to steal Gohan's even stronger body. His final objective is met when he ambushes Vegeta on the road and steals his body, the most powerful one on earth. By the time Goku, Pan, and Trunks return to earth, everyone except Uubu, Mr. Buu, and Mr. Satan are under Bebi-Vegeta's control.
When Goku arrives, Bebi-Vegeta quickly defeats him, even at Super Saiya-jin Level 3 and shoots an enormous blast at him, after which he assumes Goku is dead since his power has vanished. That accomplished, Bebi-Vegeta uses the Black Star Dragonballs to wish his old home planet back into existence. After that, Bebi-Vegeta begins transporting the people of earth to his new planet to be his slaves.
On his new planet, Bebi-Vegeta is confronted by Uubu, who is quickly defeated, but then Uubu and Mr. Buu re-fuse into one being and attack Bebi-Vegeta, nearly defeating him but he manages to turn Uubu's chocolate attack back on its owner, taking Uubu out of the fight. With that, Goku arrives, with his tail back, but Bebi-Vegeta is still able to defeat him fairly easily. Goku then transforms into Golden Oozaru mode, making him stronger than Bebi, but he lacked the control to defeat Bebi-Vegeta.
The tables turned when Goku transformed again to Super Saiya-jin Level 4, controlling his massive rage and absolutely demolishing Bebi-Vegeta. Seeing he will lose, Bebi-Vegeta uses a device made by Bulma to enter Oozaru mode as well. His new massive power gives him a shot, but then Super Saiya-jin Level 4 Goku whips him, driving Bebi from Vegeta's body and destroying him.
