Android #17 is created by Dr. Gero to destroy Goku. He is modeled after a young boy and built to have an eternal internal energy supply. When he is first activated, Dr. Gero notices that Android #17 is suprisingly insubordinate and puts him back into stasis. When he is activated again, Android #17 steals Dr. Gero's controller that deactivates him then kills the doctor in a single blow. Android #17 then assumes a leadership role in their quest to find Goku. He believes that he is the strongest being on earth and is always most concerned about having fun, which perpetually irritates Android #18.
Android #17 doesn't really fight anyone until after they find Goku's house deserted and go to Kame House. There Piccolo challenges Android #17 and they begin to fight. Suprisingly, Piccolo, who has reunited with Kami, is now at a least as strong as Android #17 if not stronger and Android #17 is not faring very well in the fight. Presently, Cell arrives and Piccolo explains to Android #17 Cell's plan while defending him from Cell at the same time. When Piccolo is finished, Android #16 steps in to try and defend the other androids but Cell gets away long enough to absorb Android #17 which propels him partway to his perfect form.
Android #17 doesn't reappear again until Dragonball GT when Dr. Gero and Dr. Myuu get together in Hell and create another android, Artificial Android #17. The two Android #17s merge together and form Super 17, who has the run of the earth for a little while while Goku takes care of some business in the afterlife. After killing many people, including Kuririn and Andriod #18, Super 17 is easily defeated by Goku, who has finally returned to earth.
